Zeker Engineering was founded by Elliott Rouse, P.E., a civil engineer with more than 20 years of experience leading complex engineering and construction projects across industrial, infrastructure, and private development markets. Elliott is licensed as a Professional Engineer in Texas, Louisiana, Alabama, North Carolina, Kentucky, and New York.

His background spans the full project lifecycle: early feasibility, site planning, civil/structural design, budgeting, permitting support, construction coordination, and startup. He has managed major multi-discipline projects, including a $35 million grassroots ash-processing facility and a $130 million power-generation joint venture project.

Zeker was built for clients who need more than drawings. The firm brings senior-level engineering judgment to projects where grading, drainage, utilities, constructability, permitting, and long-term site value all have to work together.

Elliott’s approach is shaped by two decades of work across civil, structural, mechanical, piping, electrical, and construction teams. That cross-discipline experience gives him a practical view of how projects actually get designed, approved, built, and maintained.

His philosophy is simple: successful projects require understanding the whole lifecycle, from early planning through detailed design and construction. Coordination between the owner, architect, contractor, consultants, and jurisdiction is not a side task. It is the work.
